Yeah - it's a pain the arse, and if it was not for an expensive custom paint job, I could find an easier out.

Don't know if this is what you are looking for but I have had success with POR15 tank sealer (so far). The tank was rusty inside and had a lot of rust sediment. The tank sealer came with a couple of products to clean the inside, though I did use the chain trick and shook it a lot to knock the rust off. The tank also has been around the block; you can see from the dodgy pics of the inside where it has been cut open and rewelded - it is mounted on a 95 Sportster.
One of the first things I noticed when I bought my bike was the neck on the inside of the tank was peeling away. You only noticed it when you were putting petrol in.(cos the cap was on and you didn't worry about it)
