Just did a quick 10 days in Cook Islands and hired a scooter in both Aitutaki and then Rarotonga. If you love the water/fishing or time travelling this is the place! Not much to do at night but smash a few bevvies and chill but daytime plenty to do if you want to destroy your arms just hook on to a dogtooth tuna or a giant trevally. Roads are really very good and with around 2000 people in Aitutaki its very quiet with only one cop for the whole island...Alfred has been the cop there for 25yrs and a great guy. You need to get your lic receipt from him if you want to get a Cook Island licence, cost you $2.50!.....and no helmet required on the island.  Great place to see how the world was 30yrs ago...zero crime, lovely folks and very affordable.....other than petrol at $3.38 per litre things are cheap enough.

Hilly around 35yrs ago we would take our 3yr old and 1yr old to Plantation island in Fiji where the biggest decision was what deckchair to put your towel on was the most stressful thing you did all day...hence my reference to finding a island somewhere due to the carefree times way back then. Cook islands took me back in time to a place 35yrs ago where elections, wars, taxes (cook islands are tax free) dont exist, work starts when folks wake up and stress only happens to people somewhere else.
