Anyone notice power loss after fitting one of these covers to se heavy breather 

I near replied thinking you ment the rain sock but seen the pic just in time, not seen any back to back test results with that cover but what I can tell you is if your engine needs more air than can get past that lump of alloy you will lose something, how much would depend on the build, with a stock engine I don't reckon you would notice though.
