    Hi 

    Does the regulator/filter assy need to be completely removed from tank to replace fuel filter on 14 breakout. Manual is vague re filter replacement.

    I know for sure 15, 16, 17 assembly has to be removed

    So you couldn't just remove the top plate from the reg assy which is held in place on top plate with spring clamp. Leave lines connected and then remove clip holding filter housing to reg and replace filter. 
    When I upgraded to CVO tank console I had to swap out top plate so I disconnected wires and vent line then unclipped reg assy from plate then just clipped reg back onto new top plate. Just can't recall if you can remove filter housing with reg in situ once plate removed.

    Any special tools required to release fuel lines from regulator assy.

    No special tools needed.
    There is a filter sock which is in the bottom of the tank below the pump so the assembly needs to come out to get to it. I would replace or at least reverse flush that while you are there.
    Most of the clips and electrical disconnections are obvious and straight forward.
    There is a clip which locks the o ring and flange on the outlet pipe in place which can be a bit tight. That is tricky.
    Once that is released, the assembly will come out with a bit of manipulation.
    Assembly is the reverse.

    The bikes only done 27k the service schedule says replace 160k but when I replaced my car filter at 30k it was filthy.

    Don't worry about it unless you have problems from dirty fuel or contaminants in the tank.
