You mentioning that Steve prompted a brain fart and i recalled something about the victory liquid cooled bike and indian scout being close cousins so I went looking for info, found this test article that fleshed it out a little bit. 

Yeah, the Victory Octane was a buzz to ride, took one for a weekend long demo ride. About 100 hp stock, with more easily and pretty cheaply available although stuffs not available now. Shocks are more upright than the Scout and work better because of it. Handling and cornering clearance are pretty good for the style of bike. You can pick them up pretty cheaply now.

Haven't been able to find any images of the liquid cooled motor with Victory bagger styling, but this article acknowledges the original intention to release it as a Vic.
