driving/auxiliary lighting for a Street Bob

since getting my '18 FXBB most of my riding has either been daylight, or well lit city/freeway, but this weekend ended up doing about 600kms total before dawn/after dusk, in the rain (thanks Victorian weather!) and on largely unlit roads ... and while the Street Bob front-light looks pretty, it doesn't actually do a great job of making the road ahead visible - normal seems to cast less of a light than my old Dyna, and high beam is noticeably better but a bit anti social if there's traffic in front or coming the other way...
I guess what I'm looking for is something I can fork mount (no engine bars) that I can have always-on with the ignition and throw an improved light on the road ahead without being a nuisance to other motorists ... added bonus would be improving driver visibility, but not to the extent of having the forces of law and order decide it's defect notice time.
(as an aside - after living in the States for some years, I'm amazed at what seems to be some of the restrictions around additional lighting on motorbikes ... makes me wonder if they want to make us less visible to help the 'bikes are obviously dangerous' narrative!)
