2013 FLSTC upgrades

Guys, a mate has a 2013 Softail FLTSC, planning on upgrading it a bit.
He already has Freedom True Duals on it (fitted when he bought it) and he was thinking of the SE hi flow filter kit using his OEM a/c cover to start with. Further down the track he is talking cams and from what I gather, the guys that spend a bit of time fiddling with these machines seem pretty happy with the Andrews 57h (chain drive) for a standardish 103?
I said to my mate, if he is going that far he has to at least change the cam bearings and lifters (bike has ~ 16k's on it) and may as well fit adjustable pushrods to save pulling the top end apart and tank off etc..
Also leads on to.... having a tuner.. looking at the cracked SE Super Tuner Pro (orange) - are we still able to access software for these? and can anyone recommend a starting tune for this set up?
Also leads onto....tools.. are the ebay cam bearing removal and install tools worth it? Was looking at roughly $180 for both and said I'd go halvies on the removal tool as I can use it on my M8 in a couple of years '). Do we need the sprocket locking tool, or does someone have a better idea?
We're both pretty handy with the tools if it helps.
FuelMoto in the states seem to have a good kit for <US$700, it uses Woods lifters and their adjustable pushrods - anyone have opinions?
Does this sound like a rideable set up? Mates a good rider and not afraid of giving it some, just not all the time.
Anything else we need to consider?
cheers

Thanks Mark for taking the time to post all that info mate - knowledge is good.
Not opposed to the SE gear - I fitted the SE lifters and heads to my old evo and had no dramas.
His young bloke has the SE255's fitted to his Streetbob and loved it, but from reading some of the posts a lot of the guys who tweak these machines a bit tend to sway towards something along the lines of the Andrews 57h or 48h.
Sort of gravitated towards the FuelMoto kit for value for money and reviews for these guys - haven't heard a negative yet.
You are right in that he may be happy enough with the full stage 1 and remap.
cheers
