Rack & backrest fabrication

Okay team, I am looking for some assistance in obtaining a serviceable yet inexpensive rack and backrest for my 08 Street Glide that I run with a solo Mustang seat. I have previously moved a top box to sit behind the seat above the axle. This was comfortable and handy, but cumbersome for daily use.
I am now exploring the option of fitting a rack with a backrest to serve both daily and touring riding without mucking around. I have located the following in the States but cost is out of the question, so am I able to have one fabricated locally at a reasonable cost?
I have the HD quick release system so the rack would be compatible. Rack size 12 inches wide by 20 inches long or so with fixing points. All to be powder coated black.
So, do we have any fabricators out there that may be able to help.

Krackers how much is the purpose built one pictured?
I don't know if you'd even get anyone interested to make that sort of thing as it'd be a fiddly and time consuming job. And then the cost of making it would be high
Does your mustang seat have the backrest built in? If not they pop up for sale second hand now and then on here and Gumtree etc
Cheapest and easiest way would be to have a seat with a backrest and just strap any luggage that can't fit in your panniers onto the pillion seat.
