Shortening softail shocks

So my build is goin fine, 18in 240 rear, 2+ springer with 19in wheel. The issue is, being a custom frame, it's naturally really low, and as you cant get a higher profile than 40% on a 240, so one would expect the ground clearance to be the the adr limit of 100mm, now that's meant to be fully laden, but it's quite a bit under. Playing with the stock shocks, they can't be made shorter and I don't have the coin to buy an air ride system or the likes. Would it be unwise to have the shafts cut, then re welded back together? (Obviously by a skilled boilermaker) I know them being has charged, it's risky, but surely using sufficient shielding and possibly dry ice to keep the cylinder cool, it could be done? Elephant in the room.. Will it be strong enough to depend my life on?? Anyone had any similar experiences?

Strip the shock the remove the swing arm end and shorten the length so it pulls the swing arm down=to rise the
Rear , I've got a adjustable length rods on both my softails one has progressive 422. Which you can raise or
Lower a lot. But on the other bike with Oem shocks and just the adjustable ends can lower heaps. But not rise much
So you may have to get the wallet out or maybe solid mount arms the length /height you want for now
