Is it better to have soft shock springs with lots of preload or stiff springs with little preload to have correct sag settings

I've got Hagons on my FLHX and i have changed to a firmer spring and find that a better set up than a soft spring.
I weigh 115kg. Less bottoming out.

Ok - What sag do you have setup for your shocks

It's best to have a spring with the correct 'weight' of spring, not too soft that you need lots of preload but not so hard that the suspension tops out without using lots of rebound dampening.

Using too preload or too much rebound dampening makes for a harsher than required ride.

I don't have any particular sag set up. Just have them adjusted to what i feel comfortable with. Also got 13" length, good for two up touring with heaps of weight.

Your weight and your style of riding would be the main reason for a firm or soft set up. Are you a cruiser or a bruiser. Have you added performance to your machine, if so upgrades to suspension help to keep the show on the road. The more spirited you ride the firmer your suspension. What weight you carry on the bike also determine how firm your ride will be.
