I can't speak first hand but in the past knew a few vintage Vespa guys and their advice is 'dont', there's a whole industry in Vietnam of tizzying up shitty rusted out old scooters to send over to unsuspecting foreigners.

It got so bad that a lot of the vintage scooter shop guys refuse to work on them, rusted out body's full of filler covered with shiny paint, things held together with wire, trashed engine internals, generally unregisterable.. Prettied up Junkers.

Sure there may be reputable guys, but search carefully, ask local specialists, join some scooter forums.

the guys that advertise these on ebay largely have a brilliant feedback of several hundred customers; could not imagine all these to be dodgy...

Having recently been to Vietnam, I have no idea why you'd want to import a scooter from there. Anything that wasn't almost brand new looked like it had done hundreds of thousands of km, and were held together with backyard mods. The vast majority of the scooters there are also relatively new these days, and with western retro/hipster culture something the youngins are into having them lean towards finding something "unique" to cafe, it's not like the streets are overflowing with old bikes ready for collectors.
