Hi there my dads got a 2010 heritage softail with the 96 in it and he's got the pro race tuner done. And I've got an 07 Fatboy with the 96, does anyone know if I could put the tuner on mine? Or is it a one bike thing? 

NO, Once they have been set into one bike and it's ECU, then NO you can not move it to another bike, , If you could, then they would not sell many as everyone would share.
They are only connected to the bike ECU while checking / changing settings, Then they are disconnected and put away, UNTIL next time you need to change settings.

And believe it or not, I've seen a few 2nd hand Harley tuners selling and sold on ebay aust to unsuspecting buyers. poor buggers getting ripped off and they don't know it until it's too late.
