Cactus headlight

So when I imported my 09 Streetbob ages ago and had it complianced I basically got it delivered with a flat battery, broken rear blinker stem, and no fuel.  After an hour or so of bumfucking around I patched it up enough to go.  On the ride home I also noticed the headlight was bouncing up and down, so I did it up finger tight and kept going - tightening it up later.

Now, I have two bikes and I use the second (except for once, but I rode with others) for night riding since it has the fog light setup.  However I sold the second bike so started using the Streetbob for night runs...except the beams seem fucked.  If I align the low beam the high beam is too high.  Align the high beam and the lows are lighting my front wheel....wtf?

A mate said he thinks it should have a "bulb shield" (?) over the bulb?  Would that cause the beams to be so totally misaligned?  The bulb in it is a 48881 RP Narva H4 12V 60/55w.   I'm having to set the fucking thing to lows (shit) when I ride and that's just a barrel of laughs at night.

    Any ideas?  Easy (cheap) fix?

So nothing? Rather than a beam it's giving off more like lines of light.... I turned the guts upside down and that made the lines go (seemed to, I haven't had a chance to do a proper test), but of course high beam /low beam is upside down :P It's like the bulb and the headlight reflector/glass are all working against each other.

I was hoping to avoid spending anything :( The damn thing works, it just doesn't work right.
