My 2005 fat boy has blistering under the paint/coating on top of the inner primary cover

Has anybody got an idea of what the paint/coating is?

If its not a chrome surface or polished ally, most likely powder coated.

HD sell wrinkle black engine coating in a spray can I think. A mate did the engine on his 92 fatboy a while ago.

Not as good as strip and powder coat but, does tidy up engine and trans cases
for best results soak can in hot tap water before shake and bake
