Might be a stupid question all.  Sorry if it is!

My bike was a right off.  It's gone.  Still waiting for the payout though!  I was looking through a box and found my SE Super Pro Tuner.  Can this thing be sold to someone?  I have no clue if it's locked to my bike or anything?

There locked to the first bike it's installed on, so sorry ConR the answer is no.

You could always take the ECU and the tuner and transfer/sell them together for the same model/yr. Limited market and a lot of CBF but doable.
