Got 14" Burleigh Apes on my Super Glide. Not sure of legalities with bar height, it was put up on the forum here somewhere but I was never questioned when pulled over when living in QLD.

Went the 1 & 1/4 but probably should have gone the 1 inch as my forks are only 39mm. Another thing to be careful is the width of the bars as you don't want them wider than your forks plus I would avoid apes with built in risers as you can't adjust the angle of pullback. I liked the Burleighs for the look of the turned out handles, some people prefer the handles turned down. Hard to know what to go for so plenty of research on styles is the go.
Try some streetbob bars with std risers, then up the riser height if ya need to. Late model bars are 12inch and drilled for internal wiring. Should fit straight on , but ya gotta do the intenal wiring thing. Earlier bars are external wires and a lot easier. edit: I've just figured how to post. Here's a photo of a fxdc with 12 in bars on using all existing cables etc.
