Hi guys, just got pinged by some beauracratic uniformed public servant about the noise level of my pipes on a 21005 Softail Deluxe.

Question is whats the cheapest option to get the certificate and who does anyone reccomend, im in Forest Hill Vic.

Peter Stevens want $400, John at doc Hogs is flat out as usual(thats because hes good) so im looking for an alternative ASAP

    Hope you can help

    What certificate?

Bike has to undergo a noise test at an accredited vehicle tester and if the noise level exceeds 94 DB's it fails,if its under it passes and the tester gives you a certificate of compliance which you have to send to the EPA within the specific time frame or else they start fineing you
    (Big Time)

Its just another crack at us riders to generate income, loud pipes save lives, everyone hears you coming and idiot car drivers dont end up doing stupid stuff in front of us cause they didnt know we were there,

    Typical Beauracrats and lapdog coppers

Hmmm OK. Here we just go the RTA - basically the pits, as we use to call it. Not a 3rd party.

I didnt even gut pulled up, the copper just reckons it sounded loud, reported me to the EPA and they have sent the enforcement notice based on what the dog copper THINKS he knows, jesus talk about living in a police state run by the fun police, but im not gonna let them get the satisfaction of ruining MY enjoyment by riding and living an experience he obviously has no concept of.

Put your standard mufflers back on and get it tested at one of the exhaust joints on the list of approved testers, cost me about $45.00 last year.

It's interesting the way this works, you're basically guilty until you prove you're innocent, and even if you prove you're innocent, you still have to pay to get the test done?  With speed cameras the police had to jump a fair few hoops to prove the system before they could just send you a bill in the mail, including ensuring they weren't picking up another car in the picture.  With the noise issue how do they prove it was you and not the guy / car next to you that made or contributed to the noise?

I've got standards at the moment but will change to something a bit louder. Not going to be happy if I get pinged because of some clown near me and a cop assumes I'm making the noise because I'm on a harley.....

Well, It is going to take one of us with some time and money to take it to court, and get that ruling made. Right now they can get away with it, but once precedence is set in court, they will have to change things.

I agree - the law is wrong, and needs to be changed.

Im watching this with interest as i know my bike is too loud and i dont have the original pipes.

Is there some sort of baffle that can be inserted into the pipes to pass a test?

If you have to take it over the pits (RTA or whatever it's called whee you are) be aware that they will likely look to make sure everything on the bike is compliant. In WA I was told that as well as the pipes i had to put the original orange indicators lenses back, the reflectors, and put a dual seat on otherwise they would have re-registered as single seat only. I didn't put all the reflectors on but the guy testing did mention the orange lenses an said he always fails smoked lenses. Luckily Burleigh Bars are ADR compliant. I've now switched back to another set of loud pipes cause the engine was gutless without a free flowing exhaust.

Just got done by a wanker of a highway cop from singleton hunter valley for having none standard pipes..mine are V&H bigshots staggard black...The dick was doing 60 in the opp direction ,and i said to hime how the fuck did you know if they were standard or not..his reply was cause they are black...go figger...my pipes have the v&h symbol removed and replaced with a harley logo..athough he couldnt tell what they were and didnt even hear the bike running..still got reported...dick head...

so for me its swap  the standards on and off for the test...the dick says if i get reported 4 times for the pipes they'll cancelle the rego...

Sorry to drag this back up but can baffles be obtained that can be put into pipes to help pass the EPA test?
