Well, after a quiet ride down the ocean road and a quick chat with the nice cop that pulled me over amd sent me on my way with a smile, I got the EPA noise test notice in the post today. The RAT! Never said a word at the time. How many got early xmas pressies today i wonder?

Anyway, I have to present te bike for test. I have S&S slip ons on an 04 dyna supergide and NO original pipes. the mufflers have baffles.  The question is.............Is there a way to quieten them down for the test. I dont know anyone that has a set to use and i cant find any on ebay. any ideas?

Get some of the " crimsafe" type security mesh from an installers scrap bin and fold it up into ball or cube. Get some stainless steel pot scourer from woolies and fit it inside the ball . Then insert it either up the rear or from the front of the muffler. Just push it out after the test. You can drop the db right down this way. If ya need it quieter stick more scourer pad in. The whole exercise should cost about two bucks.

These are cheap for 30 bucks and will fit your stock dyna headers.

Pick up a set of standards off ebay or try and get some dealer take offs. If you fill them with steel wool and other crap the EPA bloke will pick it up. The new model bikes come with the cats in the muffler. If you don't have the cats like standard mufflers you will get knocked back. I know this because has it happened to me.  You should always keep a set of standard mufflers just in case. Once you get it cleared and you decide to put your loud mufflers back on just hope the same cop doesn't pull you over again, or I'm sure he will make you pay.

Ive found a set of pipes that will do the job. One has a cat, I just need to decide if its all worth the sh!t and just leave them on. My mikuni may need a tweak. Its getting too hard to even open the garage door lately. Cops just wanna close motorcyclists down.

I was riding solo, couldnt get me for anything else ( I drive like a vicar since I picked up a speeding fine last year) so they hit me for this bull. There must have been 200 Harleys on the Ocean Road that weekend. I wonder how many guys got a nasty letter on friday...........or will get them on Monday.

Is it true that if you get 3 noise tests your Vin gets cancelled? Just wondering what happens if the same cop gets me again. Hes a traffic cop on an unmarked BMW. The fine if you are stopped by an EPA officer is $704 and you dont get a chance to get tested as it is done on the spot. Im really over this sh!t!

this is from the nsw epa

The Environment Protection Authority (EPA) administers the Protection of the Environment (Noise Control) Regulation 2008 (Noise Control Regulation) which, among other things, controls noise from motor vehicles and motor vehicle accessories.

Some of the key requirements of the Noise Control Regulation for which on-the-spot fines may be issued are:

    • Noise levels from exhaust systems of vehicles being used on roads or road-related areas must not exceed specified maximum noise levels.
    • Engines of vehicles being used on roads or road-related areas must not be louder than when originally manufactured.
    • Noise control equipment on motor vehicles being used on roads or road-related areas must not be defective and be securely in place.
    • A person must not modify a vehicle so that its exhaust system exceeds the specified maximum noise level or its engine is louder than when originally manufactured.
    • Noise from vehicle sound systems must not be offensive.
    • Motor vehicle intruder alarms must not sound for longer than permitted times.
    • Noise from vehicle refrigeration units must not be audible within residences at night.
    • Noise levels from motor vehicles used off-road must not be offensive.

Maximum on-the-spot fines under the Noise Control Regulation for a motor vehicle exceeding the specified noise levels are $500 for an individual and $1000 for a corporation. The maximum court penalties that may be imposed when on-the-spot fines are court-elected or are applied to repeat offenders are $16,500 for individuals and $33,000 for corporations.

The Road Transport (Vehicle Registration) Regulation 2007external link administered by Roads and Maritime Services (RMS) includes the following provisions:

    • The use of a registrable vehicle must not constitute an imminent and serious safety risk (major vehicle defect) or constitute a safety risk (minor vehicle defect). Safety risk means danger to a person, property or the environment.
    • A motor vehicle propelled by an internal combustion engine must be fitted with a silencing device through which all the exhaust from the engine passes.
    • The stationary exhaust noise test levels that must be met for different types of pre Australian Design Rule (ADR) 83/00 vehicles are specified. These levels are the same as those listed in schedule 1 of the Noise Control Regulation.
    • Vehicles must continue to meet relevant ADRs including the drive-by noise test levels for vehicles certified to ADR83/00.

The following Road Rules 2008external link administered by the NSW Police Force for which on-the-spot fines may be issued also apply:

    • Road Rule 224: A driver must not use, or allow to be used, a horn or similar warning device, fitted to or in the driver's vehicle unless:
      • it is necessary to use the horn, or warning device to warn other road users or animals of the approach or position of the vehicle; or
      • the horn or warning device is being used as a part of an anti-theft device fitted to the vehicle.
    • Road Rule 291: A person must not start a vehicle, or drive a vehicle, in a way that makes unnecessary noise or smoke. Example: Causing the wheels of the driver's vehicle to lose traction and spin on the road surface may make unnecessary noise or smoke. (Note: Under Schedule 2 of the Road Transport (Driver Licensing) Regulation 1999, police officers can issue 3 demerit points for this offence).
    • Road Rule 291 - 1: Engine to be stopped where necessary. So far as may be necessary for the prevention of noise, the driver of a motor vehicle on a road must, whenever the vehicle is stationary, stop its engine. This clause does not apply to an enforced stoppage:
      • owing to the necessities of traffic; or
      • so as to prevent the examination of any machinery of the motor vehicle if the examination is necessary by any failure or derangement of the machinery.

The EPA is continuing to assist the Police and RMS with enforcement campaigns relating to noise from motor vehicles.

Best to spend that money on a set of stock slip ons to keep for future use.

I guess they aren't policing it too heavily, they could take photos of the pipes you had on to ensure you get tested with those pipes, either that or they are too stoopid.

I spose if KC can set up a specific post, or thread, and only those wanting to lend out their spare pipes need to put a post up with the model under the title. The members can peruse through them and instead of replying to the post they can PM the OP.That way the thread doesn't fill up with crap. How does that sound?   KC Is that possible?

Holding onto the original standard pipes pays off for times when you need them, some HD dealers will also rent you the pipes if you have to do a rego or EPA test
