From previous post in 2009 re EPA etc
Had a set of SE slipons installed on my 08 Heritage about 500 k ago. Was told by the stealer at the time that they were not so loud as they would alert the boys in blue, but would fail if they got EPA tested.Got put through the ringer by the EPA at a police blitz tonight, so was a bit nervous. Was told it failed the stationary noise test by 1 db, but he was not going to defect it on that. 88 db at idle, and I suppose 95 db during the test (as the limit is 94 db I think). Suggested I have a recheck done in 12 months to see if it had got louder and take appropriate action if it had. The guy had called his mate over to hold the handheld tacho while he did the noise test. After the test he commented to his mate " and they were screaming eagles". I got the impression he expected them to fail big time. I've read somewhere that the new SE's are not as loud as the old ones
Got pulled over by a certain Highway Patrol near Singleton a couple of weeks back on my 11 Roadking. Got the EPA letter today.
Will put the original mufflers back on but does anyone know whether I'll also need the flapper valve working and change the Screaming Budgie air filter?
Presently have S&S Power Tour mufflers which arn't load as I suffer from Industrial Deafness. But once he saw the S&S logo I knew I was gone
First of all pardon my ignorance on some things pertaining to Australian regs!
I've read eveywhere about the EPA noise level and I just found out yesterday that my pipes were 97 dcbls at 2000 rpm and I have to replace them with stock pipes. But I have yet to read anything about testing (the sniff test) during registration or roadside for gases etc.. ----- Is there one as well as noise levels. The following may or may not help some people concerning noise levels, so
When my dealer told me I was over 94 dcbls, he said (things might be slightly different in Oz, if they are please let me know)
1) In 2010 the MOCO started putting the cat in the header pipes and redesigned the exhaust system without a cat converter in (now not necessary) for better flow etc.
2) On older touring models without a cat (I have a 2003 Electra glide classic with a stage 2 kit - 95 ci or 1550 cc's) put on new slip ons from 2011 and you will have a free flowing exhaust system with the EPA stamps on the pipes, noise level compliant and sounds good, since you don't have a cat converter in the header. I will give them to you since you are a regular customer.. Every one immediatly takes off the stock pipes and puts on Rhineharts,V&H etc and we end up with a pile of them that we end up sending out for scrap ( I have since phoned around and checked on line . and you can find them all over for less than $100.00 in North America (a $750.00 value " border="0" src="/DesktopModules/NTForums/themes/_default/emoticons/wink.gif" /> There are now people buying them back for resale as regs tighten up.
3) For my bike (and many other touring models) the part number for the right muffler is 65846-10 or 10A
For the left muffler it is 65538-09
I will install them tomorrow morning and report back. However,as I said there will be no cat in the system but should be noise level compliant.
Officer, they no longer make mufflers for my year of bike, but as you can see I have the newest type of stock Harley Davidson muffler installed and they are EPA approved.as you can see from the stamp on the muffler. I don't know if they do a sniff test if I'm screwed!
Well good news and bad---- Bike sounds great with the stock pipes but I came in at 94 and a half dcbls. Probably because of the stage 2. Now I have to think of plan B which is to find a set of pipes with a cat converter and choke the bike. I took the bike to our "air care" emissions testing facility and they wouldn't test it because "we don't do motorcycles"
Good news is the new setup totally eliminated the decel pop!

Not sure if this helps but before I converted to Harley, I had a string of Ducatis and pipe noise is a similar issue. I got an EPA notice in NSW for the last one about two years ago (one of my "nice" neighbours appartently) and a mate who is a cop told me to just throw it in the bin. He said the EPA has no power to force you to attend a testing station, they just request it if they have a complaint you're too loud, then when you show up they test and can issue an infringement. If you don't show up though, they can't do anything about it. It's not like they're going to set up a testing station out the front of your house. I tossed mine and never heard anything else about it. In the meantime I had re-registered the bike, moved states and got it roadworthied in the new state, then sold it. Never heard a peep.
Did the cop noise test you on the spot? If not, sounds like he's just lodged a complaint and the EPA is following it up. Find out if you actually have to comply before you go to any trouble. It's got to be at least worth checking out.
