You mean wheel size or tyre width?

convert a stock 19" rim and tyre to a 21" rim and tyre or bigger without spending bulk cash on modifying anything?  

customs come with a 21" stock, so there's your limit. Anything bigger will cost you a fortune it tyres to look "cool"
