haha its funny how people want more go out of these bikes they complain about not handling or stopping aswell but fuck it make it go faster quicker and neglect the stopping power! just a bit of humour!
On the late model toures the cat is in the merge tube at the end of the headers and that's why the late model tourers don't sound tha same as other Harles with dual exhaust pipes. The system is basically a 2 into 1 exhaust with dual outlets. 2 into 1 exhaust always sound different on a Harley. I rode with a guy on the weekend who had a Vance and Hines 2 into 1 system and it didn't sound as good as Harley usually do.
I've seen available in the USA rebuilt factory headers with the cat removed.
I've seen posts on USA forums where owners cut a large window in the side of the collector tube and gut the cat element out and then weld up again.
This, unfortunately, only improves flow a little but doesn't solve the sounding different problem. If you want your tourer to sound like a regular Harley with dual exhaust pipes you need to get header pipes with two separate pipes, preferably with a cross over tube, like the Cobra True Duals which have a hidden cross over tube.
You can try as many mufflers as you like, you will never get that typical Harley patata patata sound while you have the stock headers.
Check the RB Racing website for a lot of good info regarding exhaust set up.

Save your money you can get close to aftermarket headers hp if you just do the cat and a tune. For the $400-$500 cost of new headers there is little gain.
