Just been searching the web for baffles, and have just found that DRAG SPECIALTIES are making replacement baffles for the street legal screamin eagle muffles that is suppose to provide better sound and performance than stock.
They are the same style as stock, but I beleive the ramp section isn't fully closed off, I have ordered a set to try out, and also give a set to experimet with.
Will post more when they turn up
Wiscon HD in the US are stocking them

Will keep updated
I had a set of screamin eagle slip ons my Dyna they were ok I suppose for sound but it wasn't long before I ripped the guts out of them & punched holes in them for an even better sound, sounded much better, a bit more grunt too. Got V&H big radius on it now tho
Loud Pipes Save Lives
I got big radius in the box up in the rafters, I like them, but cops don't ,after the second notice I left them off, so I have SE slip ons for the time being, but they are too quiet, by getting a second set of baffles, I can open up the front ramp to let some gas straight through, and If I get pinged, just swap the stock back in to get passed again.
When the cops settle down I put the V&H big radius back on.
so
Scremin eagles too quiet, V&H Big Radius too loud , I am looking for something in between
Had the same problem, old screamin eagles too loud, 08 ones too quiet, removed the baffle and cut the ramp piece out, sounds great now and the cops have pulled me over a few times and they normally look at the pipes and then mention the noise, not even a second look now and stamped on the pipes it says that they are street legal when fitted to my bike.
Yes , the 07 sceamin eagles are only held by one screw, remove it and you can either tap from the other end or pull it out.
I have already had them out before to have a look at how it is designed.
Being a mechanical numnut,I was disapointed with my 07 screaming eagles and couldn,t pull the back off them for all I tried,so I borrowed a long spike and punched a hole through what looked like a tongue and made them sound good. The question being is that tongue the baffle or can that part be replaced if pulled over and tested.
They can be tight but I managed to get mine out, the baffle is one peice of tube that has been cut half way through and then folded down the block the tube.
The new replacment baffles have arrived today
they are both of the same diameter and unpainted, and have 5 row of 10 holes (50 all up ) but the most important, they have the front ramp open, I am including photos
the open front ramp
I'm going to modify my standard ones the same, thanks for the pics...
