Loose Oil Filter 1991 Ultra Classic Electra Glide

I changed the oil today. First time as I've only had the bike for a couple of weeks. No major drama until I saw the oil filter. It is located behind the engine angled at about 45 degrees down facing backwards. I looked, blinked, looked again and yes there is a screw clamp fitted around the whole filter holding onto black cable ties. These ties pass around twisted wire which has been passed around the bike frame. Why? I undid the screw clamp to free up the filter. It then came away, still screwed into its fitting, with the two oil hoses attached. It seems the fitting the filter screws into isnt fixed to the bike itself. It goes into a hole but is loose. I'm guessing the clamp, ties and wire are there to keep the whole thing from putting strain on the oil hoses and falling away together with the engine oil on the ground. I'm guessing it didnt leave the factory like this. Anyone got any ideas or heard of this sort of thing before?
