    Tuner - yes.
If your doing rings/big bore, and at 75k you will need to check/replace your Cam tensioners, you may as well
    change the Cams as well.
Is it down on compression or burning oil ?

Is it carby or efi? around the time of change over. maybe you dont need a tuner but a electronic ignition?
bigbore to at least 95 would be good.

You can do tuning yourself if you have some computer skills, and you may also find a fuel map that will be close enough.
A Dyno tune will set you back around $400 + the cost of the tuner.
Possibly worth the money if your not that sure.
There are some "plug and play" tuners around that auto tune, but I don't have much experience with them.
Have a look in the tuning section here.

I had mine done for a couple of grand and that included a hi flow filter. Made a heap of difference.
