Ok, me and the wife are going to be moving back to WA buy the end of next year.

I have a 07 Street Bob with a couple mods to it and more to come before I move.

Two questions.

1, Do I have to put the bike back to stock to import it or can I leave it with all the mods?

2, What is the helmet laws in WA?

Some of the mods are (going to be) new pipes, A/C, lic plate mounted on the side, tinted signals and brake light. This is it so far.

My US made helmet is no good then? So I take it helmet is a must?

Yep, Every Australian state requires you to wear an approved helmet.
