Use something like a piece of rubber to grip it tight and unscrew it

A sliced off piece of old inner tube works well on oil filters and stem nut covers and the like.

I am trying to get my steering stem nut cover off, it is chromed and I want to powder coat it black, but I cannot get the fucker off.....I’ve tried the above and a few other things too, is it a press fit or threaded cover? 2016 Fatboy Lo. Any other suggestions or ideas would be most welcomed, thank you.

Dunno if this will help, but..,,. I've had a couple of HD covers over the years and they were all located with a piss-ant little Allen key.
Might pay to have a look.
    Hope this helps.
