Shock! Horror! Government tells truth!

How does unlicensed driving count as "Extreme behaviour" and how would that contribute to an accident? I would suggest that the majority of drivers are bad drivers even though they have licences. I have also known some people that haven't had a licence for various reasons and are quite capable behind the wheel. I had 1 friend who used to drive very safely so as not to attract attention but when they finally got a licence drove with less care.

On the other hand, I reckon the mandatory 'stay upright' course is a good idea for new riders.

I would also say that bad roads were largely responsible for my recent accident but that type of thinking doesn't fit in with the revenue raising mentality of our governments.
