+ 1, I've heard the same things about chopped up frames in NSW, really difficult to get passed and ultimately a costly exercise. The alternate would be to buy a Krafttech or Rolling Thunder hard tail sporty frame and just do a straight swap!! Use you're own bike as the donor and than you've always got it just in case
