Is the iron 883 frame the same as the forty eight?

My hunch is that they are the same frame with some small mods for parts?

Is the seat height difference just in the shocks seat itself?

Yer licifer there is a difference. Have a look in your Owners Manual it tells you.

If I was you I'd just look at the 1200. Not saying there's anything wrong with the 883 but the 1200's just got that bit more umpth.
