Ok, up front....I know nothing about these systems and I don't know where to start. Here's what i have done.....

Recently put on true dual vance and hines long shots to my 2009 Road King.

I'm getting popping on decelleration and the bike feels restricted.

I haven't done anything to the standard engine.

What is a good, cheaper option to remedy this?

I stuck a Power Commander V in the SG and it sorted out most of the issues. Various standard maps available to cover your mods. Cost $400 fitted with a canned map.
