There are alot better cams available that perform better than the SE 203 like the Andrews 37's or the Woods 6 for that particular build.
These 2 cams would cost you more than $150 though.

There is a power improvement with the HD 95 kits. But it is not all that great. The SE 203 is a pretty mild cam, as your heads cannot take much lift in their stock form.
The one thing that the kits are really good for is quick turn around. If you are not concerned with that, you could try another route.
Your heads are the issue. They flow bad, and have no room.
    If you were to.....
just buy pistons and have your cyls bored
use a different head gasket(most likely com .030)
    have your heads sorted out
    use a SE 50 mm
    select a suitable cam grind

then it might cost a little more, but it would work really well.
But you do get some reward with the stock kits, just not all that much.

I just purchased the 29775-02B kit for my 06 Night Train. AU$648.00 for the kit and I got the billet Cam Plate (extra $$) to go with it.

You will always be able to get a better Cam or more power or something better. I started here because I needed to start somewhere. The factory kit had all of the correct parts in it and I didn't have to worry about selecting the wrong cam because of head limitations or any buying any other incompatable part.

I can't answer your question with regards to the difference apart from Stage II not street legal in the states, meant for race use only (even though we all modify our bikes past the street legal stage) and is usually considered better than Stage I which is street legal except for california in some instances. "Hope I got that right"

Remember to plan for your ignition upgrade as well. Screamin Eagle Race Tuners are cheap now however I run a Thundermax because I was able to install it myself.

The best thing you can do is have a go because you'll love the difference it will make to your bike.
