Legalities of modding frames (hardtail, stretch etc)

Hi, my brother is in the process of looking for an old 1200 sporty to chop into a hardtail bobber with just a weld on off the shelf hardtail conversion rear end. Before we go ahead with spending the cash and chopping up a perfectly good bike. Does anyone know the legalities of getting the modded frame to be legal on NSW roads? Does it need to be engineered or tested in some way? Is it a pain in the a55 to get done (engineered/made legal I mean, the modding part were not worried about) I had a look on the net (rta etc) but couldnt find too much that was helpful.

I really doubt that we would just be able to chop the bike up and then get rego the next day so Im just trying to get an idea of whats involved before my brother does his dough.

Anyone that has done this, your comments would be much appreciated.
