Mr Markham, who sells thousands of bikes every year through his business, says the majority of his customers openly admitted to riding illegally on trails and in national parks.
But he said he does not blame them.
Instead, there should be a purpose-built track for riders in the shire, he said.
“There are known areas where you can get away with it,” he said.
“Because there is no facility, you are forced to find places to ride where you won’t create havoc.”
Mr Markham said he had tried to set up a track in York, but his proposal was rejected.
“It’s a case of ‘banana-ism’,” he said. “Build absolutely nothing anywhere near anything.”
He called on local government to help provide a solution.
Shire of Mundaring chief executive Jonathan Throssell acknowledged there was a problem with off-road motorbikes being ridden illegally in the shire.
“We have looked at all the land we manage and found none suitable for use by trail bikes due to the size required and the concern over a potential track’s proximity to local residents,” he said.
“Land which may be suitable for these activities within the shire boundary is managed by DEC and the Water Corporation.”
A community forum on March 1 at the Shire of Mundaring administration centre will address the State Trail Bike Strategy.
It will run from 6.30 to 8pm and give an overview of the strategy.
The public will also be able to ask questions about the strategy and issues around recreational trail bike riding.
