99 evo tanks have two fuel caps ,no gauge ,as gmeikle said thats why u have a reserve . the left one undos clockwise if it is clicking you are doing it up , the right cap undos anti clockwise
go ebay , the is two types early and later for evo softails you will need 94 up,
I notice the first few responses mention fuel gauges with the assumption the bike is a later model...Not everyone can afford newer bikes and there are still a few of us that ride earlier bikes(how many I don't know)...Just thought I would point that out...

it is a pain on a softail with two tanks left one takes it time to fill ,drains from right to left if you only use your right cap and somtimes you can get a air lock because only the right cap is vented,thats why i fill left first than right .its more of a pain in the arse when you have a full tank of fuel ,parked on a hill and dont no you have a fucked cap seal , get back to the bike fucken fuel all over it,had that happen once
Hey Spearking as others have said dont worry about blonde moments.
I had a 2001 Heritage, one filler only on the right. When the bottom feeders (solicitors) got that I bought an 87 softail and only filled it from the right hand filler, kept runnin out of fuel all the time, till I realised I was only filling half the tank!!
