It sounds like their is a bike riding polly trying to get a either a leg up or some good policy making
I disagree, I like rule 8, optional is a good thing, remember the 70/80's "let those who ride decide".
common sense does have to play its part, if you dont feel safe, don the lid, I will even stetch to highway cruising mandatory.
Why is it ok not to wear a helmet in a funeral procestion (sp) or a hog thunder ride, (see S.A. HOG rally 2007)
the same rule was put to pushbikes and have a look how many cyclists dont bother,
And the LDP has no chance of ever having any say on policy under a two party preferred electoral system so it might as well be the policy of your local kindergarten PTA.
