Police, in a divisional van, noticed a white Toyota Hilux ute travelling west at more than 140km/h on the Princes Freeway at Longwarry, southeast of Melbourne, about 10.40pm (AEDT) on Monday.
Police followed the van for less than a kilometre before the ute hit the 34-year-old male motorcyclist from Mooroolbark.
The Hilux driver, a Pakenham man, tried to escape, but was chased down and arrested by police.
The driver returned a blood alcohol reading of 0.14 and is being held at Warragul police station.
The Major Collision Investigation Unit, together with the Ethical Standards Department and the state Coroner, are investigating.
The incident brings to 46 the number of motorcyclists killed on Victoria's roads this year, compared with 28 in 2009.
