Has anyone had this problem? The Dry Riders are the quilted kind, with the sort of plastic type material on the outside. How can we get the bits that are stuck to the pipes off without damaging the chrome?

Oven cleaner, let it soak then gentle polish and wash off.
Had to use it a couple of times now, just be careful when washing if off, it is caustic. You don't want to wash it toward anything fragile.

if you go for a ride and heat the exhaust pipes up - just wipe of all the excess dry riders off - then when cool again just use some chrome polish and elbow grease - it worked for me
