Welding Washers wont work on there own, I have welded Washers into my Baffles on my Hooker Pipes, The only avdantage is the Washers will give you back some Back Presure and more Performance, Thats why I did it to mine.
You need to track down some Fibrglass Filter Media, It's used in the Manufacter of High Perfromance Mufflers, like what the Touring Car Guys use. This will Work with a Washer at each end of the Baffle to hold it in. Try Lancaster Glass Fiber Aust. I know they supply HRT

gooday/. see how the packing goes. i had the same problem with my bubs pipes. just too loud. i tried the fibre matting wrapped around the perferations. made very little difference. i then tried the washers. the holes in the washers were around 12 mm. so allowed a free flow of exhaust to flow through. still didnt quieten it down. from what i had read the washer are to alter the flow of air passing through the pipes. to make it zig zag if you like. with the holes in the middle this didnt happen. btw i used 3 washers. removed the baffles for the 4th time. replaced the washers with some flat plate but went 2mm past halfway through the baffle . so that air HAD to go up and over the plate to get to the next plate. then the third. HUGE difference now. so all up i have three plates and baffle material wrapped around the outer side of the baffle. reduced sound so much that i may remove one plate. has a very deep idle note. just doesnt get any louder with rpm..and for informations sake. the first plate is positioned at the very start of the perforations in the baffle, the second one in the middle and the third, at the end. all placed with a slight angle towards the rear of the muffler as i didnt want to restrict air flow too much. hope i explained that well enough. any questions i get on here every couple of days.

    hope thats of some help

    cheers.
