    It will soon be harder for Victorians to get a motorcycle licence under a new graduated licensing system.

    Thirty-four motorbike riders have died on the state's roads this year, which is 12 more than at the same time last year.

    Roads and Ports Minister Tim Pallas on Thursday released a public discussion paper canvassing options for a new motorcycle licensing system to complement the existing graduated system for drivers.

    The discussion paper examines concerns in areas including the number and duration of licence phases, testing, training and skill development, restrictions and punishments.

    "It is important we have this discussion with motorcyclists and the wider community about the best ways to improve safety and reduce the risks for riders," Mr Pallas said.

    One idea under consideration is a requirement for learner riders to get a minimum number of hours of supervised on-road riding experience, with options including 25, 50 or 120 hours.

    Motorcyclists account for less than four per cent of all vehicles registered but comprise 14 per cent of all deaths and serious injuries.

    They are 38 times more likely to be seriously injured in a crash than car drivers and passengers.

    Public information forums will be held across the state during September and October.

    The minister intends to announce the details of the new licensing system within 12 months.

    one would have to wonder at how you "supervise" 25, 50, 120hrs

    I would be interested in seeing on what kind of bikes they necked themselves on. ie the make and cc of the bike
    Would be interesting to see the age groups as well.

    In saying that, the more lives saved the better.

    Get all the metric bikes off the roads until they get louder pipes - that should save a lot of lives.

    learnin on dirt bikes then graduating on cubic inches is best way ,they should do it for car owners ...as well ,bet theres more to pay ,$$$$ before sense

    I agree with all the comments so far. The principal of teaching and training is fine, but I suspect that just enough will be done so the government can say that they have done something.

    All the while car learners will be taught to pass a test and not taught to drive.

    Yeah,... Saw this in the Saturday papers so Lucky and I are going along to the meeting (open to all) to find out what these public servant shits are trying to get through now...no doubt more crap making it more difficult to ride.....in Vic. the servants love to make the rules that effect others...let us all initially ask "do the makers of motorcycle laws actually ride motorcycles????
