There is a plastic tube that fits into inner primary case left hand side of chain tensioner and it goes through a hole to out side primary case, through inspection cover. Can i remove this and block the hole with a plate, Reason why just want to run solid inspection cover.

 Any one know what its purpose is...

 My guess is that it is the hole for a mid mounted gear shift lever.

I'm guessing you ordered the bike with forwards fitted and instead of removing the original shift, the lazy dealership left it there. For the home customiser this is OK but for a full price add on at purchase it's just plain lazy and cheap.
