taking oil out wont change the fork height, it will just make the forks bottom out.

Removing fork oil will decrese the value of your air spring.  That is the air space on top of the fork.  With the exception of replacing the main springs with shorter ones and incresing the length of the top out springs.  This decreses the travel/stroke and higher value springs are needed to counteract the energy of the force of the upward motion (bump) in a shorter distance.  All current solutions reduce the stroke of the fork. All < = 2006 forks have 4.7" of travel.  Your ride will suffer if that makes any difference to the rider.

Harley does it by selling a new shortened seat pipe which is 0.700" and calls it 1" lowering kit which it is not.  The spring is provided/changed to a higher value (stiffer), you use the top out springs, and the travel/stroke is reduced from 4.7" to a new stroke of 4".  This is a kit that I removed from a customers bike.  The shorter seat pipe on the bottom is a HD drop kit.
