Seems fair, make bike license and car license conditions the same, make the $ value the same as well.
17% are bike accidents, how many of these were not the fault of the bike rider.
this leaves 83%, I'll guess 80% involves 2 cars, should this double the crash ratio for cars as it not likely two bikes crash into each other?

It is altogether far too easy to get a car licence, and even with the P plate scheme, it doesn't limit what these kids are "driving" on our roads. And then, they can load the car up with victims in an accident waiting to happen. It's about time driver training of all sorts is taken seriously, and then some "drivers" taking themselves a little less seriously... but that's my two cents worth!
