Just thought I would put up a thread on Registration requirements for NSW.

For those of you that dont know me, I do Blue Slips in NSW.

If you have any questions on registration standards in NSW, please feel free to post and I will try and answer the question.

Say you are building a custom motorcycle, or want to register a trailer, or modify a car, then post your question.

Even if it is as simple as paying your rego online.

The answer to all your questions is simple. Follow the rules, procedures and protocols for your relevant state and you cant go wrong. You can still build a fantastic looking bike following simple guidelines. Most of the questions posted, can all be found on the Dotar website.

I don't think Franky works for the government. Yes

    Or a vehicle inspection station.Yes

I think he has a friend or relative working there and asks them for information. No

Qualified mechanic with 30 years experience. Yes

If you are qualified mechanic Franky did you get your apprenticeship through a special scheme for the dis-advantaged? No

Alright Scotty, look before I make any comment, give me the opportunity to gather more information. I will make some phone calls and try to get reasoning behind this myth. I am sure there are more, but this is the way I was trained. May be the training is wrong or needs to be revised. One of the reasons that the RTA carries on about is the drives code. It is located under Road Vehicle descriptor online on the NSW RTA website. You take the approval number off your compliance plate, which is located on the top LHS of the compliance plate. Select search RVD which opens up other drop down fields. Select type as motorcycle and type in your approval number under CPA number. Select make as Harley Davidson and hit search. It brings up all Harleys post 1999. Select the bike you want and it presents you with a list of information. Pre 1999, the information is available on disc which I have. Anyone can access this information post 1999.  I have to follow this to the tee when registering vehicles.

I have just spoke to few people regarding this issue. What there saying is that in NSW the RTA record what is on the compliance plate as far as year model. Yes if Harley says it is a 2010 model, then it is. But if complied in 2009 the year model reflected on the rego papers will be 2009. They told me if ordering parts, you would say it is a 2010 model. So if you came to me to register your Harley defined 2009 model bike, I will always follow the compliance plate for registration purposes only, which I always have.

In general to Flans questions. The RTA in NSW does not recognise mods engineered in another state because every state has different standards. The RTA will only accept mods engineered by an approved signatory. I have heard that engineer reports must also be faxed to the RTA as well. This was not the case before. There are minority people that push the limits regarding importing or modifying vehicles to the extreme. This has an impact on the majority of people. So what do they do, they make it harder for the average Joe Blow to register a ICV (idividually constructed vehicle) or import a vehicle. If you intend to build a custom vehicle, I suggest that you mok up the vehicle first, then see an engineer and a Blue Slip person to confirm what is required to complete your project and comply with the regualtions. Remember the engineers report can be rejected by the Blue Slip person. Once complete, take it back to the Blue Slip person and that person will do a Blue Slip, take photos and fill out the required paperwork for the issue of a VIN and then fax or email to the VIN co-ordinator. The VIN co-ordinator will then confirm a booking for the vehicle to be inspected. If the RTA is not satisfied with the setup, then what ever is required to bring it to appropiate standards must be rectified before issue of VIN. What a drama for the Blue Slip person and the engineer. They are bounded by strict rules that must be followed, otherwise there licence is cancelled, suspended or a monetary fine is applied. This is just a sample of what a headache it is to register these custom vehicles. For the measley small amount of money that a Blue Slip person can charge for his services, it is a lot of work. I have difficulties dealing with regulatory departments all the time, but I do my best to keep my cool. Look at written off vehicle in NSW, go to a Blue Slip person and if the vehicle complies, book in for 2nd inspection at pits and if all is good, it will be registered. Guess what, since last year in August, it was free for the second inspection but the RTA decided it is now worth over $400 for a second inspection. You just go WOW.

Hey Frank, I bought a 1953 FL frame with matching front end. I intend to put in a modern S&S panhead motor and new transmission. What difficulties will I encounter when it comes to blue slip time as the frame has no compliance plate or VIN no.?
