What are these Sreamin Eagle , Stage 1 , 1450ci, ECM , Calibration  Cards??

that are flooding the net at $25.us..  l got one sent to me a year ago  from over there, when l ordered something else,

l havnt opened it , l went looking for it after seeing a shit pile of them up on ebay... is it something any one out there is running?? l suppose you have to down load it if you want a stage 1 aircleaner & mufflers?? am l close??
